Overcrowding.
13. Seeting 46 of the Principal Ordinance is hereby Amendment amended by omitting therefrom the second proviso thereto. of section 46
of Ord. No. 1 of 1903.
sections (1)
14. Section 48 (1.) of the Principal Ordinance is hereby Amendment repented and the following is substituted in place theroof of sub-
-48.--(1.) If any domestic building or part thereof (2) and (3)
shall be found to be in an overcrowded condition of section 48 any officer of the Sanitary Department being duly of Ord. No 1 authorized so to do may within five days thereof apply of 1903. to a Magistrate to anmmon before him each tenant or householder of such domestic building."
Section 48 (2.) is hereby amended by omitting in the third the thereof the word "house" and by substituting in place the cof the words "domestic building or any part thereof ".
Section 48 (3.) is hereby amended by striking out the word "house" in the third line thereof and by substituting in place thereof the words "domestie building or any part thereof".
The said Section 48 shall be read and construed as if the following words appeared as a Proviso thereto :--
Provided that if the person summoned admits or if it be proved 10 the satisfaction of the said Magis- trate that the said domestic building or any part thereof was overcrowded within 14 days prior to the issue of the summons the Magistrate may inflict a penalty not exceeding twenty-five dollars".
15. Sections 58, 70 and 78 of the Principal Ordinance Amendment are hereby amended by omitting the word "Board" in the of sections twelfth, the fourth and the first lines thereof respectively 68, 70 and 78 of Ord. No. 1 and by substituting in place thereof the words "Sanitary of 1008. Department".
16. Sections 82 and 88 (2.) of the Principal Ordinance Amendment are hereby amended by omitting in the sixth line thereof of sections
82 and 88 (2.) respectively the words "any officer of the Board" and by of Ord. No. 1 substituting in place thereof the words "any officer of the of 1909. Sanitary Department".
17. Section 89 of the Principal Ordinance is hereby Amendment amended by omitting the words its officers" in the first of section 59 of Ord. No. Į fine thereof and by substituting in place thereof the words of 1903. "officers of the Sanitary Department".
PART III.
Windows, Cubicles and Hoams.
18. Section 150 of the Principa! Ordinance is hereby Amendent of amended by omitting in the third line thereof the word section 150 "directly" and by substituting in place thereof the words of Ordinance No. 1 of 1903. "either directly or across a verandah or balcony"; and by inserting in the eighth line thereof between the word "opening" and the word "into" the words " either direct- ly or across a verandah or balcony ".
19. Sections 153 and 154 of the Principal Ordinance are Repeal of hereby repealed and the following sections are substituted sectious 163
and 154 of in place thereof :~~-

* 153. No room shall be constructed or maintained in 1903 and
sny storey of any existing domestic building or of new sections
substituted. any domestic building hereafter erected unless such room is provided with a skylight, or with a window or windows opening either directly or across a verandah or balcony into the external air and baving a total area equal to at least one-tenth of the floor aren of such room and capable of being opened to the extent of ouo half at least and unless the glazed area of such window or windows is equal to one balf at least of the total area of such window or windows.
Provided that in the case of existing or re-erected domestic buildings the Governor in Council shall have power to modify the requirements of this section in respect to the external air upon such conditious, if any, as may be deemed expedient. 158.-(a.) No cubicle shall be constructed or main- tained in any storey of any domestic building here- after erected or re-erected.
